Exporting Confusion: U.S. Foreign Policy as an Obstacle to the Implementation of Ethiopia's Liberalized Abortion Law
Focuses on reproductive rights in Ethiopia

NEW YORK, NY (May 11, 2010) – On May 11, Fordham Law School’s Walter Leitner International Human Rights Clinic published a report highlighting the effect of US foreign policy on safe abortion services in Ethiopia.  

Although Ethiopia has one of the most progressive abortion laws in Africa, U.S. foreign policy plays a significant role in limiting access to safe abortion services in Ethiopia, due to the impact of the Helms Amendment and confusion regarding the recent rescinding of the Global Gag Rule.

The Leitner Clinic partnered with Ethiopian masters of law students and faculty at Addis Ababa Law School, with the guidance of the international reproductive rights organization IPAS, to research and write the report, “Exporting Confusion: U.S. Foreign Policy as an Obstacle to the Implementation of Ethiopia’s Liberalized Abortion Law.” The final version of the report was released earlier this month and was written by IHRC Director Chi Mgbako; Fordham Law students Tashmin Ali, David Ashley, and Ndidi Igboeli; Ethiopian Lecturers-in-Law Aron Degol and Fikraeb Gintamo; and Ethiopian human rights lawyer Maedot Tesfaye. Fieldwork for the report was conducted in Ethiopia by the authors in November 2009.  The report is being distributed as a policy brief to members of Congress, USAID, and NGOs in Ethiopia and the United States.
